The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. For over half a century, Tanzania has been a country of asylum, hosting one of the largest refugee populations in Africa.  Currently, the country hosts approximately 287,903 Burundian and Congolese refugees, many of whom arrived in 2015 as the crisis in Burundi increased. To date, refugees continue to co-exist with the host communities in Kigoma region expressing multiple reasons and needs. Within this context, IRC provides protection and basic assistance in the areas Safety (comprises of Protection and Rule of Law, Women Protection and Empowerment, and Child Protection), Health (mental health and psychosocial support services and reproductive health) and Education.

 

Job Overview/Summary

The Integrated Protection Coordinator will be responsible for ensuring that IRC Tanzania’s programs are implemented in accordance with work plans, logical frameworks, cooperative agreements, donor regulations, IRC policies and the Country Strategic Action Plan (SAP), meeting beneficiary needs in its areas of operation. Providing technical and operational support and ensuring timely and quality implementation of program activities and strategies in compliance with donor requirements. They will ensure that the objectives of the programs are met in a timely manner and are being monitored and evaluated effectively; ensure that protection staff receive appropriate mentorship and professional development; and that a positive team spirit is fostered encouraging innovative and quality programming. Additionally, the Integrated Protection Coordinator will collaborate with other sectors to ensure that protection and wellbeing of children, women, people with disabilities and other at risks people, are consistently mainstreamed across IRC sectors. They work in coordination with key protection stakeholders and partners, representing the IRC Protection program in Tanzania. The IRC currently has the UNHCR Partner Mandate for Education in the two refugee camps in Kasulu and Kibondo with responsibility for providing protection services to thousands of refugees. In addition, the IRC is also implementing other protection interventions in the host communities in Kasulu. 

 

Major responsibilities

 

Technical Quality

  • Lead on the overall strategic vision of the WPE, PRoL and CP program in both the refugee camps and the host communities.
  • In coordination with the respective Technical Advisors, ensure the technical quality of all IRC WPE, PRoL and CP programming.
  • Provide technical and management leadership to the WPE, PRoL and CP programs in accordance with best practice and IRC policies.  
  • Foster a collaborative and positive work environment – one that encourages learning and professional growth for WPE, PRoL and CP teams.
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate VAWG, children and other at risk people analysis, planning, evaluation, and advocacy.
  • Design and Lead on protection assessment in various location as required in order to determine protection gaps and needs and inform program development.
  • Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Work with WPE, CP and PRoL Tanzania program staff to implement the Strategic Action Plan (SAP) for Tanzania, including program alignment with relevant theories of change, as well as to develop new and update existing program components that align with the SAP priorities and the overall WPE, CP and PRoL Tanzania country program strategy. 

 

Staff Supervision & Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Directly supervise the WPE, PRoL and CP Program Managers and ensure regular performance reviews.
  • Lead on the recruitment of WPE, PRoL and CP staff, in coordination with HR, senior management, and both CP, PRoL and WPE Technical Units.
  • Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.
  • Ensure duty of care of team.

 

Program Management 

  • Responsible for the overall implementation of WPE, PRoL and CP grants. 
  • Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
  • Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.
  • Support development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes. 
  • Ensure high-quality IRC and donor reports on activities, indicators and achievements.

 

Partner Management

  • In consultation with country leadership, support the development of a localization strategy.
  • Ensure partner mapping across the response, foster positive relationships and identify areas for collaboration with local actors.
  • Ensure collaborative program design processes that fully leverage the perspectives, experience and expertise of local actors, where possible based on collaborative needs assessment processes.
  • Provide technical support, mentorship and supportive supervision to implementing partners.
  • Ensure regular performance monitoring of partners to achieve the set WPE, PRoL and CP program objectives.
  • Explore with partners potential capacity strengthening support, including system strengthening for government partners, and organizational development for civil society partners, and identify needed resources (in collaboration with the Partnership Lead).
  • Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS). Contribute to building a strong understanding of PEERS throughout CRRD/RAI office, and to ensuring that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners.

 

Coordination & Representation

  • Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors. 
  • Regularly attend GBV sub-cluster meetings and the CP sub-cluster meetings at appropriate levels to feed in IRC priorities from the field.
  • Ensure field concerns and challenges are brought to relevant stakeholders to push for standards and procedures that systematize how Violence Against Women and Girls  (VAWG) programming is implemented and coordinated at the field level. 
  • Lead high-level advocacy with peer agencies, government, and other partnersto promote delivery of inclusive and high quality VAWG response services

 

Business Development

  • Lead the development of the strategy for the WPE, PRoL and CP programs.
  • Contribute to the development of the overall country program strategic direction.
  • Lead proposal development activities (narrative and budget) through planning and program design with relevant field-based staff, to ensure technical standards are taken into considering before submission.
  • Coordinate with other IRC sectors (i.e., protection, health, and livelihood programs) to provide relevant input and support enhancing the protection and empowerment of women and girls as well as child protection. 

Monitoring responsibilities

  • Oversee all internal reporting.  
  • Quality collection of data towards donor and internal indicators.
  • All donor reporting.
  • Quality case management of data collection and storage.

 

Other duties:

  • Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

 

Requirements:

 

  • Degree or equivalent in social work, health (MPH), psychology, social science, humanities or other related degree or demonstrate strong comparable work experience in relevant sector
  • At least 5 years of experience, including substantial management experience in VAWG/GBV programming and at least 2 years experience in direct service provision for survivors of sexual and domestic violence
  • Previous experience in child protection programing, including psychosocial support for children, and good understanding of Unacompanied and Sepatated Children specific needs preferred
  • Previous experience with Protection Rule of Law and human rights programming. 
  • Previous experience in partneship with local organization, providing capacity building and coaching and collaborating on project design and implementation.
  • Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting
  • Previous experience in emergency preparedness and response
  • Demonstrated experience in capacity building and mentoring of national and international staff 
  • Demonstrated experience in grant management, budgeting and proposal writing, including planning and reporting across multiple grants
  • Excellent computer skills in programs such as: MS Word, Excel, Powerpoint
  • Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others
  • Personal qualities: Team player, flexible, network-builder, able to handle pressure well

  • Fluency in English required, Swahili is a strong asset. 

 

Key working relationships: 

Position reports to: Deputy Director, Programs

Indirect reporting: WPE, PRoL and CP Technical Advisors

Position directly supervises: WPE Manager(s), CP and PRoL Managers

 

Working Environment

Security level yellow – The situation in most of the country is calm. Some parts of Kigoma experience insecurity-highway banditry.
